That reads like a pretty solid introduction for a proposal.
When you said you would go on about it as a tourist attraction, Do you mean it would be a tourist attraction for skaters?
Or just a tourist attraction in general? I never really thought of a skatepark as a tourist attraction for non-skater people to come look at/ watch. But I guess if you made the park generally nice looking, (like the sculpture park idea) you could also work the angle of a fresh, interesting, FREE tourist attraction for anyone to come and enjoy (they can view both the park and the skateboarding.)
In such a case, a raised grassed area next to it or something to act as a kind of viewing platform where tourists or whoever can view, but not get in the way, could make it work as an attraction and also make demo's and crap run smoother. Good luck both Lazarus and M.M.
